Märchen-App statt Kursbuch: Unverantwortliche Informationspolitik

Erst zwei Wochen vor Baubeginn erfahren Fahrgäste oft von Baustellen im Eisenbahnnetz, die mehr als drei Jahre vorher feststehen. Pendler müssen bis zu 2 Stunden mehr Fahrzeit je Richtung einplanen, um ihren Arbeitsplatz zu erreichen, können sich aber nicht rechtzeitig darauf einrichten. Pläne für Fernreisen werden zu Makulatur. Diese Informationspolitik hält der Fahrgastverband PRO BAHN für unverantwortlich.
Auf gravierende Störungen im Bahnverkehr müssen sich Bahnfahrgäste in Ostwestfalen-Lippe wieder vom 12. Oktober bis 18. Oktober 2024 einrichten. Viele veröffentlichte Fahrpläne sind ungültig. Die gültigen Fahrpläne – in aller Regel Pläne für Ersatzbusse mit mehrfachem Umsteigen und deutlich längerer Fahrzeit – wurden aber erst ab dem 28. September Häppchen für Häppchen in die Fahrplanauskunft eingepflegt. Bis zwei Wochen vor Baubeginn wirkte der Fahrplan so, als wäre alles wie immer. Dann kommt eine Phase, in der ein Teil der Züge angeblich noch fährt, ein anderer Teil aber schon durch Busse ersetzt ist. Erst wenige Tage vor Baubeginn ist der wirklich geltende Fahrplan ersichtlich.
„Ab 12. Oktober wird für eine Woche rund um Herford kein einziger Zug fahren“, erklärt Rainer Engel, stellvertretender PRO BAHN-Landesvorsitzender in NRW. „Die Sperrung ist aus den Fahrplänen viel zu spät ersichtlich. Eine solche Großbaustelle wird langfristig geplant. Und ist uns aus Quellen, die der normale Fahrgast nicht hat, schon lange bekannt. Die Fahrplanauskünfte, egal aus welcher Quelle, sind nur noch Märchenbücher. Während das gedruckte Kursbuch mit großer Disziplin erstellt wurde, herrscht jetzt digitale Disziplinlosigkeit. Das mach Fahrplanauskünfte für mehr als ein paar Tage im Voraus zu Fake News.“
Diese bittere Erfahrung haben Pendler und Fernreisende aus Bielefeld schon im August machen müssen. „Bekanntlich fuhr ab 16. August dieses Jahres kein Zug mehr Richtung Gütersloh und ins Ruhrgebiet. Die Baustelle stand lange vorher fest, aber die Fahrpläne wurden erst zwei Wochen vorher ins Netz gestellt. Die zu späte Information sehen wir nun zum zweiten Mal – und das wird sich wiederholen,“ befürchtet Engel. „Damals konnte man sogar noch zwei Wochen vorher Fahrkarten und Plätze für ICE buchen. Wir wussten schon lange, dass diese Züge nicht fahren können.“
Mehr als drei Jahre vorher muss die Deutsche Bahn als Netzbetreiber solche Baustellen anmelden. Zwei Monate vor Baubeginn sind die Arbeiten auf einem Online-Portal der DB einsehbar. „Aber die Fahrgäste erfahren davon so kurz vorher, dass sie sich vor den Kopf gestoßen fühlen. Pendler, die in dem gesperrten Knoten umsteigen müssen und das tagtäglich tun, sind ganz besonders betroffen. Niemand sorgt dafür, dass Ersatzbusse Anschlüsse abwarten, die Busfahrpläne sind mit heißer Nadel gestrickt. Dass man für eine Fahrt, die normal eine halbe Stunde braucht, plötzlich drei Stunden rechnen muss, ist keine Seltenheit.“
„Einen Verantwortlichen können wir nicht benennen, es ist das ganze System Bahn, das versagt, weil die Bedürfnisse der Fahrgäste völlig aus dem Blick geraten sind. Für die Sperrungen haben wir zwar Verständnis, aber nicht dafür, dass Fahrgäste und ihre existenziellen Bedürfnisse völlig aus dem Blick geraten.“
